It's a Vose, it's probably got tapered tuning pins. If so, a light tap on
each pin would do more good than any number of gallons of PBR or CA
(support under the block when you do this). It's a Vose, so if you can get
it minimally functional for the customer at a minimum expense, with them
understanding that it's not a cure, do it. Explain in detail what the piano
really needs (be brutal), and why (be thorough), and outline their options
(be realistic) - throw large quantities of money into a Vose, or throw
large quantities of money into a replacement instrument. Possibly NOT a Vose.
 
Then stand back and watch.
