You probably need to talk to this guy directly and ask him if  he actually
said such a thing.   If he says yes then.........
Talk to your local DA  (District Attorney),   The most immediate thing they
can do is   call the yokel and say, "We have this complaint against you, how
do you respond?"
They should volunteer to do this or you can ask them.    This is free,
except for your time down to the office. Sometimes they will act from just a
phone call, or you might have to "swear out a complaint"   If they don't get
results, they may suggest Small Claims or an attorney for civil action.
Don't forget they are on tax payer's salary, and you are a tax payer so take
advantage of what you pay for.   ---ric
