It's not fraud, it's free enterprise. The customers can call around for
other estimates any time they like and make up their own minds. Do you know
what it actually costs to run a Federal or local government? Who can you
call for a more realistic price structure? Sounds to me like this guy
exists with the blessing and sanction of his victims. If the market hasn't
driven him out of business by now, I doubt that you can either.
Incidentally, you don't have the only active specimen of the species.
They're everywhere, in every community, in every profession. Each of us
could make a much longer list of names than we would like to think about,
given the inclination.

Grunch about, by all means, then have a bowl of ice cream and press on.
Life is short and the fields are littered with ...
