Chisel Sharpening - Help!

Please forgive my ignorance, but is this regular wet sandpaper - the =
kind you would find in an auto supply store? And what is fine oil? A =
light oil, like machine or electric motor oil? Protek is tooooooo =
expensive! (unless of course it is superior to others for this use)
