It would be easier to remove the material with heat (iron) and plane the 
substrata.

I use a plunge router bit in the drill press, the key is held in a drill 
press vise and
passed under the bit. A fence is used as a stop to restrict the material 
removal
to the area under the new key top (producing and inlay effect).
