On the face of it, it is a fairer system, However, if a less productive 
tuner takes  over then your return will be less.

It may be that there are more tuners in the US,  you do seem to move 
around a lot,  not just down the road to a new state in most cases.

Grass is greener or is part of it to do with working for new shop, 
colleges.
