 From the description it seems like the jack is not returning under the 
knuckle quickly enough. Spring strength you say is sufficient.....that really 
only leaves two possibilities, i.e. Balancier height and Jack location.  If 
the balancier height is 'really' close to the top of the jack it can cause 
just the type of stuttering you describe.....of course so will the jack if it 
is located too far forward on the knuckle. AND it could be a combination of 
both of these on some keys.
Try allowing just a fraction more distance between the top of the balancier 
and the top of the Jack and/or move the jack position to the rear a fraction.
 This should clear up the problems you describe.........hopefully.  :-)
