Probably the dowel under the tray is jamming it up.  Pull action and pop
back into place.  Upstop rail may be too high and pedal/lever travel too
much.

I have my first pedal repair - all the dampers in the bass section are
stuck in the
up position, and I'd like to have some idea what I'm doing before I
