OK.  THen this falls into two problem areas.

If the felt does not touch each string equally then one string will be
muted better than the other.  You can use you fingers or special
pliers and massage the felt to bend it toward the more open string. 
This can also be a problem when one wedge touches the left front and
the right back parts of the string.

Here felt quality is critical.

At the factory they glue on the backing felt by placing glue on the
wooden block then put glue on the felt block.  The red felt acts as a
universal joint to improve damping efficiency.  The wedges should be
cut to the same length as the original and moved to the edge of the
blocks.  Make sure the same edge of the wedge felt is closest to the
wire and not turned around the other way.
