You cannot evaluate touch weight with only down weight.  Up weight has
to be measured as well.  Hammer weight is critical.  Capstan location
is critical.  Wippen helper springs can help.

Using down weight only is like a doctor trying to diagnose heart
damage by looking down your throat.
