Octave Stretch in other Lands

I feel like it is impossible to tune a perfect octave without defining where
that perfection lies.  If the octave is "perfect" at the 2:1  relationship, it
is not going to be  at the 4:2 and even less so at the 6:3.  
     Perhaps "natural stretch" could be defined a little more technically?
