Arthur - It is very unlikely you will be able to accomplish this feat of magic. Your only hope is if there was alot of finish on the fallboard serving as a sealer before the decal was applied. You can try sanding it off - I would use 220 silicon carbide, with water as a lubricant (wrap around a FLAT piece of wood)- and if you are VERY lucky you will sand it off before reaching the wood. If indeed you pull this off, sand lightly with progressively finer paper up to 600, then with finer abrasives (wool, scotchbrite, rubbing compounds, etc.) to match the existing sheen of the finish. In all likelihood you will end up refinishing the whole piece. Does it need a NEW decal? Is the wrong one on there? Why does it need to come off without affecting the finish? Just wondering...
