There are many hundreds of members who are not within 75 miles of a chapter yet are members of good standing in the Guild. They are called "members at large". Passing the exams and other membership requirements is all that needs be done. _IF_ a member lives within 75 miles of a chapter they must belong to that chapter, not the other way around.
