Hammer butt spring rail

Friends,

Since it appears to me it would take pretty much time to put new springs
in an existing rail I decided to buy new replacement rails.  However,
the phone number given in the Journal (Jan. 1998, p. 16) for Pratt-Win
in TX (915-778-4907) refers me to another number (915-858-0919).  At the
latter number the operator either can't hear me or doesn't speak my
language and cuts me off.

Can anyone help me make the correct connection (another phone number)? 
Or, how long does the job take from start to finish if I replace the
springs myself?  I'd like to go whichever way is most cost- and
time-effective.
