I've never had good results repinning tight centers - only loose ones. 
Sizing is an economical solution, but it's hard to control the exact
amount of friction reduction and can therefore result in unevenness or
excessive looseness.  On the other hand, shank replacement is overkill
if the hammers are good.  Why not just rebush?
