Better inharmonicity measurements in TuneLab 97

The latest revision to TuneLab 97 includes a more accurate
measurement of inharmonicity.  The previous version used
3-second samples for most notes.  This has been raised to
6-seconds.  This gives twice the resolution, although it does
take slightly longer to make the measurement.

Also, based on some advice from Jim Coleman, Sr., I have
expanded the RPT tuning exam report capability of TuneLab.
So any CTE's out there might want to take a look at version
2.1 of TuneLab 97, now available at:
