Mike,

Compromise.

Before anything else check the bedding of the keyframe and check the
height of the sharps and that all hammer shanks are above the cushions.
If they are resting on the custions you may consider reducing their
thickness.

CHeck the location of the jack to knuckles and the height of the rep
levers.

Do a few samples of dip, blow distance, let-off and drop before
committing yourself to any one specification.  If the let-off is too
high lowering it will increase after touch.

Check that the springs are strong enough.

You can now evaluate touch; you can increase dip a little and decrease
hammer blow a little until you get the touch you want.  

If this procedure produces dip of 11 mm and hammer blow of 45 mm before
getting acceptable touch then it is time to reevaluate action geometry
which is another subject.
