In response to Ed F. posting, I heard many years ago in teaching situations that when someone got noisy in the class that instead of the teacher talking louder to rise above the volume he or she should do the opposite, speak softer. The people in the class wanting to absorb what the teacher had to say would quiet the noisy ones in subtle, sometimes, ways. The teacher is to be in control and shear volume is not always the way to go.
