Philip I've been confronted with similar situations in my 18 years of refinishing, but it's usually paint over old varnish or lacquer. In either case any attempts to remove the white layer with a chemical stripper is going to result in a real mess. I'm afraid your into a total stripping of all of the layers, including the original polyester. Might be a time for you to redo it in black lacquer. I've been using Mohawk products and like the results. Hope this helps.
