When you first started tuning the piano, which was shortly after it was
"rebuilt", all the action centers apparently worked. Since then, whatever
solution (silicone, protek, WD-40 ((gasp)), etc,)  was put on the centers has
since dried out, or might have actually created more problems. As some of the
others have indicated, those action centers have to be repaired, in whatever
best way you deem necessary, in order for a Piano Disc, or other mechanical
system, can work properly. 

Although Protek does free up the centers, it does not eliminate the vertigree,
and sooner or later, the same problem will occur. I have found the only
permanent solution to the green gunk is replacing the parts.
