Debris under wippen between wippen and wippen rail.  Debris raises wippen
and hammer slightly, gives "lost motion" between key and wippen so turning
adjusting screw has no "affect".

Been there, done that, debris probably came from snipping off old set of
hammers for hammer replacement.  Cure:  Remove action, tilt and vacuum away
debris.  Also look for debris on back rail cloth under the key end.
