David, My feeling is since there already is some lifting, all the glue joints have been compromised and must be suspect. Yes, I would remove the old veneer if possible. Reveneering is possible if the condition of the inside justifies the cost. My thought is how much closer is the piano to the end of its useful life having gone through the experience?
