A letter of introduction is a sensible business practice.
In it you could say that you are interested in submitting
a bid for their service contract when and if it comes up
for bid again. Also you could mention that you are available
for service in the event of an emergency.
This could get a foot in the door.

It is difficult sometimes to get a foot in the door without
stepping on toes but a simple letter if introduction informing
them of your abilities is not a threatening maneuver.

Another method would be to find out who tunes for them.
Contact that person and offer your services to relieve the
workload. This is probably the best route which would establish
a cooperative environment and might get you in sooner.
It could lead to the full contract on that tech's departure.
