off-center pinblock holes

I had a similar problem recently with an 1896 Bechstein oblique strung U/R,
although
there were no bushings.  The two problems were:
(a)     The holes in the frame in the treble section were smaller than those
lower down, making it a problem to use the same guage of pin throughout.
(b)      The holes in the plank were not central in the holes through the
frame.  Holes  in the plank were seated at the bottom of the holes through the
frame, giving the effect of pins hanging down when one looks at them at eye
level.

Anyone else dealt with this?
