off-center pinblock holes

Perhaps enlarging the hole in the bushings to thediameter that just
touches the edge of the center most point of the block hole and let the
tuning pin follow the block hole.  This has the disadvantage of
potentially making the block hole oval.

Alternatively get a drill with a chuck at 90 degrees and drill them out
from the underside of the block.  Use a bit slightly smaller than the
block hole.
