There is a solution to the CD ROM proliferation.

Use a rewritable CD ROM disc and when someone wants an update they pay
for the update based upon the last one and by  sending in the CD it can
be updated to the latest version. Buy one disc and pay to have it
updated.  One person, one disc, pay per update home office provides the
service.
