Dear Jeannie,

The damper stop rail is likely set too high.  The sustain pedal should
lift the dampers the same as the properly regulated black keys.  The
damper stop rail is set so there is little or not lost motion between
the depressed black keys and the damper levers.  The pedal sop should be
adjusted to there is little or just no lost motion.

This should solve the problem, no matter how the pedal is used.

Actually the pedal stop should be adjust first, then the damper stop
rail.
