I, too, was unable to get regular insurance for my home/ business, but my 
state (PA) has what is called "The Fair Plan" which is a pool of 
insurance companies that cover risks no single one wants too. Hence, I do 
have insurance, but no chance to "shop around" for the lowest rate.
