Dear Philip: My personal preference is to tune starting at the lowest plain steel strings, tuning unisons as I go all the way to C88. If any slight change of pitch occurs, it is better to tune the Bass last since it changes the least during the process. If the pitch of the plain strings has settled just slightly, the SAT can be reset to match before tuning the Bass. If there was very MUCH change, a pitch raise procedure should have been done in the first place. Even in pitch raise situations, I still like to tune the plain strings first. This is merely a personal preference. This didn't come down from Mt Sinai with Moses. This is not one of the TEN Commandments, merely one of hundreds of suggestions.
