Some time ago  I think Kimball camve up with a formula that might be of use.

They said to take the population of a geographical area and multiply it by
19%. That is about how many pianos there should be in that area. It doesn't
mean that 19% of the population has a piano, but that is about how many
pianos there should be between schools, churches, hotels, etc, and the
general public,

Assuming that an average piano tuner can maintain a file of about 2000
pianos, you can figure out how many tuners there should be in a particular
geographical area.
