Really Pulley Keys

Hello everyone.

I have a customer whose piano has a few severely pulley keys.  The balance rail
holes are elongated to the point where the keys are pushed inward, and the key
fronts are no longer in a straight line.  Most of the keys have already been
repaired with some sort of fiber inserts, but a few look like they were never
repaired.  These are my problem keys.

The original repairs to most of the keys look flakey, so I'd appreciate any
suggestions on repair techniques for a few keys or for all 88.
