 Do your bending and centering damper heads first, if they are centered on
the strings when you are finished setting angles, and flush with the
string(s) your felt will fall into place much easier. Use your old wire(s) to
establish the correct bends for each seprate section (cut the felt off) This
will give you a gauge for bending the new wires as well as the correct length
to make the new wires.  You might want to cut some small boards the width of
each bend, these would serve two purposes. 1. it would make each bend at the
same place on the wires without a lot of trial and error on your part and; 2.
the boards will give you a jig to work with to keep all bends in the same
plane.

  I am sure you will get other suggestions and maybe there is a Journal
article on this as you suggested. Good luck and good bending.
