Avery, In Texas rebuilt has a legal definition that is fairly comprehensive. A rebuilt water pump has an orginal case and all new components. I believe the same principals apply to pianos here, though like all of you, I have seen pianos where replacing a bridle strap supposedly constituted "rebuilding".
