The capstan to stack position can be corrected by moving the stack. However, the hammer line would be off and need to be adjusted or rehung. If you must relocate the capstans, then hammer shanks or bondo make good plugs. To align the capstan row, make a shallow cut with a razor with the keys in the frame so the spur bit can have a dent to find. Just some thoughts...
