[CAUT] Action wippen

Start with HCH. Make the wippen center 2.5" less than that.
Finagle the spread so that the jack center is abeam to the
knuckle core or aligns slightly forwards of there.
Perhaps relocate the stack.

I've done all this and move the knuckles on one action.
