That is what we were told at the factory in 1975.  The only time I was able to tell for sure that the hole wasn't in the middle was a set of 
solid felt half-rounds. they appeared to be the same makeup as the solid felt knuckles that were in use for a while in the late '60's.  I asked about 
these and was told that they had never been sent out of the factory.Huh...

      It has the same effect as clipping the front of the balance rail punching. If the hole were drilled downslope of the crest,  would not the 
key find its fulcrum closer to the front of the key after it had climbed "up hill"?.  

I am not sure what the story is on these half-rounds, I just replace them with what the factory sends out.
