[CAUT] Proposed Admendment to PTG ByLaws

Hi Avery-

Perhaps...  but the primary objective here is to get members, and especially
members who do a lot of public concert work, to think about this- to
consider it's merit and perhaps a more effective way to propose this in the
future.  I could be mistaken, but it's my impression that this list engages
much more concert techs and concert related issues.  Agreed- I don't think
this is the place for detailed discussion about specific bylaws and
politics, but I hope it's fair enough just to get the message out there and
provoke some thought on the matter.  It's not a trivial thing.
