In general, students are not going to obey any kind of "rules" about?bringing drinks, etc, into practice rooms, unless the faculty, and especially the chair of the department, make it clear that this is not allowed.? That is what worked at UA when?I was there. On the first Friday of the semester, all students and faculty met at convo, where the rules, and consequences,?were explained.?With?a few exceptions, it worked.
