 Turbo whippens and 17 mm should let you throw a very heavy hammer with 
moderate FW, or a medium hammer with very light FW.  With the 17 mm knuckles, you 
have less leverage, thus, for a given key dip, the hammers have to be closer to 
the string.
    If you can't keep the dip under .420" and still have the hammers no more 
than a shank's diameter from the cushions, it may be time to take a look at 
your capstan placement, or lifting the stack.  If you choose the latter, it 
would be a good idea to measure your capstan to "magic line" relationship, since 
you don't want it to begin on the line and have all of its motion occur above 
it.
