This means relocating the capstan further back \towards the flange. If the capstans are on a long wire, you can simply bend them back. Usually the wippen rail is a portion of the hammer/damper rail assembly and shimming might not help because the tilt would disturb damper seating. Decrease hammer blow, increase dip.
