You need to have the capstan push the front of the wippen through a 
greater distance
to give the jack sufficient clearance. This means relocating the 
capstan further back \towards the flange.

If the capstans are on a long wire, you can simply bend them back. 
Usually the wippen
rail is a portion of the hammer/damper rail assembly and shimming 
might not help
because the tilt would disturb damper seating.

Decrease hammer blow, increase dip.  Balance rail shims on the front 
side of the pins
to increase KR.
