I've wondered about this question as well.  I thought I might be able 
to determine the tuning pin head taper directly from a pin, but as it 
turned out, I was not able to do this to the accuracy I was hoping for.

I have since talked to the German producer of the Biene tuning pins I 
carry.  He said that supply houses approach him from time to time for 
tuning pin specs to use for tuning hammer production.  According to 
him, there is no standard for the taper, but this is not to say that 
all tuning pins are different.  There is also the question of quality 
control.  My feeling is that with cheaper brands of tuning pins, there 
is more variation of virtually all critical dimensions of the pins.

I have requested a sheet of technical information on the Biene tuning 
pins by mail.  When I have received it, I will report back on the angle 
of the square taper and any other interesting information
