Hi Don,
               Not an uncommon problem.  If the Teflon powder is not 
working for a significant period of time, it is probably due to glue 
leeching through the felt.
The only solution that I have found is to replace the felt.  In doing so, 
it is important to remember to just use a little dab of PVCE glue at either 
end of the felt. Hot hide glue would be my first choice, but not so 
practical in the field. There should be no glue directly under the area 
where the lifter rod comes in contact with the felt.
  Not the kind of news you want to hear.  Just one of those jobs that you 
and the client has to bite the bullet.
Allow time for some serious damper regulation.
