Hi Wim, why not install a new set from either Steinway or Pianotek. Pianotek has three different sizes (not sure about Steinway) depending on where your hammer blow ends up. Of course you want as little space as possible between rest cushion and shank but some for sure. Those red over felts were created to retard as Eric Wolffley calls it Catastrophic Action Failure or CAF. When the old balancier metal stops were traded in for this it was cheaper and almost as good. Firmer felt today has taken their place.
