I do as well but insert it into a section of player tracker bar 
tubing as a handle.
With only 1/2" protruding out the end of the handle, the pipe cleaner 
is 'stiffer'.

I've worked out a quick method of application:

Dip the end of the applicator into the powder and lightly tap off excess.

With the key in the other hand, apply the powder to the balance rail bushing
with your thumb in-line with the mortice slot (important alignment - 
you'll see).

Flip the key over and apply powder to the front rail bushing, now your thumb
will be perpendicular to the mortice slot (removing powder from the previously
untouched edges of the applicator). All without having to reposition the hand
holding the applicator.

Then insert the applicator into the b/r hole, spin, repeat on next key.
