[CAUT] critique my proposal

thanks to everyone for the responses. they were more than helpful.
and somebody mentioned a having a class on these subjects. sounds  
good to me. that's one that i'd attend.

yesterday was the deadline for sending in the proposal, but i'd still  
be willing to post mine to let anybody critique. i do have to mention  
that no names have been changed to protect anyone's identity. is that  
ok?
