David, I believe he is referring to wet-sizing the bushings. The bushings are normally wet twice during production, once with hot soapy water to set the glue, and another time with alcohol and water (this varies a lot with different companies) to size the bushing to a sizing pin. In the best scenario, after thorough drying the sizing pin is removed, the bushing is burnished for final sizing and stabilizing, and the parts are assembled with the final pin. The procedures vary tremendously with different manufacturers.
