Check that the hammer shanks are exactly parallel to the wippens and
perpendicular to the hammer rail at the very end of the middle section. 
Being aligned to the strings is not the first step, aligning the action
in the cavity is.  You may need to remove shims from the action stop
block and then realign the hammers to the strings plus follow up let-off
and drop.

Take your soundboard steel and put some masking tape along it's length. 
Set this on the action so that the right end does not extend but an inch
or less past the top flange.  Set it so it is behind the drop screws and
tape it in place pro tem.  Mark the center of all the drop screws
including four or five at the top of the middle section.

Place this above the strings right along the hammer strike line, align
the marks for the middle section to their respective strings (I like the
middle) and now you can visually check the proper location of the treble
section strings.  Space the strings accordingly.

Between locating the action, the hammers and the strings you will be
where you need to be.,
