Although I've only been at this for less than a year, my suggestion would be 
to do what you can, with what you have. If a piano is still not up to the 
standards of the people using it after you've done all you can, let them 
complain to the proper authorities. This is where the networking comes in. 
Get people on your side to fight your battles, as Vince suggested. It will 
still mean the school has to find the money, but it will take the monkey off 
your back.
