Jean-Marc,

    It sounds to me as if you may have already identified your
problem, the hammers. Try shaping them if there is still enough felt
left. If not replace them. Tell the administration that you simply
cannot solve this problem without replacing the hammers! Hopefully
this will help speed up the funding of this project.
