     I start with checking the pinning of the hammershank, and the balancier.
I set the springs so that the hammer's rise on release cannot be felt.  Got at
least .050" aftertouch? and is the jack free of the proximal side of the
knuckle when the key is depressed? 
   Just some thoughts.
